An Assessment of Options for the Northeast Investment Center

Authors: Choca, Maria and Pogge, Jean

Summary

This report focuses on how North East Investment Center (NEIC) was established in 1985 as the community development program of the Organization of the North East (ONE).  NEIC is a most unusual community development vehicle.  Through its association with ONE, NEIC has the potential to serve as a tool for local residents in Uptown and Edgewater to manage reinvestment in their community and exert local control over the development of the community. In October, 1989, ONE contracted with Woodstock Institute to explore strategies for NEIC to continue its mission as a community development program concerned with low- and moderate income residents.  ONE asked the Institute to develop a business plan for alternatives that would demonstrate the degree to which each option would allow NEIC to be self-supporting.  This report presents Woodstock Institute’s findings and recommendations.
