Summary 

Mortgage lender participation in housing partnerships has developed largely as a response to the anti-redlining movements of the 1970’s The passage of the Home Mortgage Disclosure Act (HMDA) in 1974 and the Community Reinvestment Act (CRA) in 1977 gave community groups experiencing disinvestment in their institutions and an opportunity to use that tool to influence the lending community.
