Summary
This report discussed how in May 1984, the Illinois Neighborhood Development Corporation (INDC) contracted with Woodstock Institute to assist in the design and implementation of a neighborhood selection process to determine the location of a new South Shore Bank branch office within Cook County. Working closely with staff of South Shore Bank, the Institute developed a two-tiered selection process that identified moderate-income, predominantly minority communities that need an additional source of conventional loans and can absorb a significant level of residential development. The selection process was designed to utilize easily accessible data, primarily 1980 census data and Home Mortgage Disclosure Act (HMDA) data. The data were organized to provide a comparison of communities that could be measured against INDC’s goals for a branch.
