Summary:
This paper analyzes traditional underwriting and appraisal techniques and the impact they have had on the perceived prudence of lending in older neighborhoods. The paper compares these traditional appraisal and underwriting practices to the existing studies of default and foreclosure risks in older, minority and racially changing communities, concluding that the studies do not substantiate the levels of risks traditionally associated with such areas.
