Comprehensive Municipal Rehabilitation Programs

Summary

This is one of a series of papers analyzing publicly initiated reinvestment strategies. The paper describes a comprehensive municipal rehabilitation program as an effort undertaken by a local government agency to stimulate and/or provide residential rehabilitation and reinvestment in mature committees for the primary benefit of residents of those communities. To be considered comprehensive, the municipal rehabilitation agency must have the authority for administering or coordinating all public programs, permit requirements and inspection standards related to residential rehabilitation within a given municipality. The services which should be included in a comprehensive rehabilitation program are discussed, and examples illustrating these components are provided.
