Summary 

This is one in a series of papers analyzing publicly initiated reinvestment strategies. This paper examined the use of direct and indirect loan programs by state housing finance agencies to stimulate reinvestment through the provision of rental units and low interest horne mortgages for low- and moderate-income families. The paper was originally prepared for a study of neighborhood revitalization being conducted by Woodstock Institute for the Missouri Housing Development Commission. For this reason, it begins with a summary of that agency’s current efforts. The Missouri Housing Development Commission (MHDC) is currently authorized to grant direct first mortgage loans for the construction and rehabilitation of residential housing for low- and moderate-income persons or families where there is a need for such housing.
