Summary 

This paper presented an analysis of the California Regulations and Guidelines, and the efforts employed by the California Commissioner of Savings and Loans in enforcing these regulations. Information is also presented concerning the cost and impact of these regulations. In response to concerns about appraisal and underwriting techniques raised by residents of the state of California, the California Savings and Loan Commissioner promulgated Fair Lending Regulations, and Guidelines. These regulations and guidelines were primarily designed to eliminate underwriting and appraisal practices which were discriminatory in intent or effect against certain racial, ethnic, sex and religious groups.
