Summary 

This case study tells the story of the quiet success of the many CDCUs operating in low-income communities across the country. Using the words of CDCU managers, volunteers, and members, it tells of challenges met, crises weathered, and the struggles that remain. It concludes with recommendations of the ways in which public and private decision makers and resources can support and enhance the work of CDCUs. The CDCU case study is one of a series of case studies of different types of community development financial institutions. Other papers in this series will focus on community development loan funds, micro credit programs, and development banks.
