Summary 

This is the last in a series of papers analyzing strategies which can be initiated by the voluntary sector to promote reinvestment. The key to this approach is the incorporation of one or more legal entities to accumulate capital – both from within and from outside the community – and use it to make grants to and/or investment in community enterprises which will facilitate the redevelopment of the area for the benefit of the current residents.
