Summary 

The paper discussed that the components of a state investment policy cannot be limited to state facilities planning, although the nature and location of such facilities greatly influences economic activity. A comprehensive state investment policy must consist of the coordination of the following processes to achieve a uniform set of goals: 1). State capital investments; 2) State facilities planning; 3) Capital investments and facilities planning of other levels of government; 4) State regulatory policy; 5) State economic development programs; 6). State taxation policy; 7) State manpower policy; and 8) Investment of state employee pension funds and short-term deposits.
