Summary
This study details Woodstock Institute’s research into existing public deposit programs. Through a national survey, development-oriented deposit programs were identified and detailed information on these programs was gathered through surveys and interviews. Development-oriented uses of public deposit are not yet common but are expanding in number and scale. At least seventeen states and sixteen cities have implemented some type of development-oriented deposit program. While one program has been in effect for 22 years, several of the programs are quite new, having been implemented within the past two years. Despite enormous diversity in design and scale, these programs have many common elements and face common problems.
