Summary 

This report analyzes social service expenditures in one low-income urban community as a model for examining the magnitude and composition of these expenditures in all such neighborhoods. It includes descriptions  of  other   neighborhood resources,  including  the number, level,  and  wages of local social service  entry level jobs that could be held  by local residents, the composition of the  job market in the  community compared to the  job market in the  rest  of the  community’s metropolitan area,  the  degree  to which  local residents hold local jobs, and  an  estimate of the  distances local  residents travel to get  jobs outside  their community.
